I still think clarification is needed here.

ELF90 *programs* fully conforms to the Fortran standard, right?

ELF90 *compiler* is a fully functioning subset compiler
(that means it's not a standard conforming processor).

Well written modern Fortran programs are usually within the ELF90
subset, of course. The "complete description" can be found at
