Don,

Please try Template Graphics System (TGS) at http://www.tgs.com. A couple of
years back, TGS had a PHIGS compatible system called Figaro. I played with
a demo version for PC, which was very good. I believe TGS now call this
software PHIGS. However, I am not sure if it is PHIGS PLUS or if it has a
Fortran API.

Good luck.
