ELF90 Under win2000

My Win2000 OS (Dell, P4, 512 MHz RAM) has suddenly decided that both my elf90 and ED4W editor are "not Win32 Applications". At this point I cannot even reinstall ELF90. No problem with my Win XP OS's. Is this a common event after upgrading to Sp1 / Sp4?

Try checking the advanced properties of the command prompt (dos box). Uncheck things that suggest that msdos is necessary.
