Visual Studio: The Target Processor property setting does not persist

Symptoms
Changes to the Target Processor property value of Win32 Application projects does not persist after closing the project.
Cause
Bug in Visual Studio Fortran integration.
Workaround
Set the Target Processor property to the desired value each time before building the project.
