Visual Studio: Vcspawn.exe not found

Symptoms
When attempting to build a Fortran project, the following error occurs:
Essential build tool not found: vcspawn.exe
Cause
Vcspawn.exe is not registered in the expected way.
Workaround
Use the following steps to define a system environment variable "VSCOMNTOOLS" with a path to the directory containing vcspawn.exe:

Search your hard drive for vcspawn.exe and make a note of the pathname of the containing folder (typically C:\Program Files\Microsoft Visual Studio .NET 2003\Common7\Tools).
Open Control Panel.
Open the System icon.
Select the Advanced tab.
Press the Environment Variables button.
If a VSCOMNTOOLS variable exists as a user or system variable, select it, and press Edit. Otherwise, press New system variable.
If new, enter Variable name: VSCOMNTOOLS.
Enter the pathname of the folder containing vcspawn.exe as the Variable value.
[/list=1]
Status
Open.
